Xavier Alvarez, an architect in Aix-en-Provence, consistently fails to win large government contracts that would satisfy his delusions of grandeur. Therefore, Xavier decides to devote himself completely to the campaign of Vincent Cluzel, the underdog candidate in the upcoming mayoral election, who, Xavier believes, will return the favor should he get elected. Through effort, energy and guile, Xavier manages to discredit the opposition and elect his candidate, only to discover that their friendship, knotted in the conquest of power, struggles to survive the limits of interest and ambition.
